Starts the Dutch auction for refinancing.

Notes

• After the minimum duration, the lender can demand to exit.

• Borrower can still repay (with repay) using loan.callTime as the repayment time.

• Alternatively, another lender can step in via transfer.

Flow

• Check Loan is active

• Check TX sent by lender.

• Check minimum duration has passed.

• Set loan.callTime to current timestamp.

• Emit LoanCalled.
