Place an offer for a request.

Note

• _rate is a per-second factor in InterestLib fixed-point units.

Flow

• Request should be active.

• Lender must already hold USDC and must have granted a spending allowance to the PolyLend smart contract for that amount.

• _rate must be between InterestLib.ONE and MAX_INTEREST.

• Saves a new Offer.

• Emits LoanOffered event.
